Decent copy here. Earlier ID said it was an FM station in Montreal (didn't catch call) so guessing it's a recording. Talking about news story about pirate broadcasters in the news right now.
OK- Google says IRR is a show on CKUT 90.3FM Montreal / McGill University Campus Community Radio.

I had this too, fair at best but in the noise otherwise.  Talking about Russian OTHR (did he say from Kordofan?) causing interference in ham band.
