Hello. Everyone. I'm in Join in the Korean Numberstation Club "NumberWave" Today, I'm posting a Mystery Number station.

1. NumberWave User 'Kielliny' says : I found Asian DX list, In DX list, Mystery Korean Number Station In it.
2. 'Kielliny' and 'Moomin' Listened 3276.915khz, and 3261 khz in Mystery Number station.
3. We named this station by '앵무새' since it says '앵무새' at the end
4. This station usually says a famous name like Lee Sung-gi as a code.
5. This station is sometimes heard a unknown man's voice.

Thank you for the posting, very informative.  I was able to hear this station this morning, November 22, 2015, myself.  My poor video of it here:  https://www.youtube.com/watch?v=qVjzCn9QuCA

The frequency appears slightly variable, this morning it was on 3277.12 kHz.

Both male and female voices were used in one transmission.  There may be an associated Morse Code station that started after the voice completed.

pon09017, can you tell me what "앵무새" and "암호4" mean in English?

What criteria did he use to conclude the station was transmitted by the North Korean government?

It is, of course, very possible that it is the North Koreans.  However I have now received emails from at least 4 people who think they have identified the source.  And of those 4 people they have 3 answers, North Korea, South Korea, and China.  Each has selected a different aspect of the transmissions to support their conclusions.

Hearing everyone's suspected source is much less important than hearing why they selected that source.

But you're right.
This fact cannot specify the ogirin of the Parrot.

Unfortunately one voice that was used by V24, a confirmed South Korean station, also had a North Korean pronunciation.  So sometimes this is a good clue, sometimes it can mislead.

Ron,

Your report to DXLD was what keyed me to this station, and what started me investigating it.

That web site has compiled a lot of information, and the translations are interesting, however there are some pretty clear errors there.  These errors could be a result of the machine translation of that page, but I think not.

In an effort to tie this transmission to North Korea someone has taken a rather long reach.  They claim that the station has sent FSK, and that FSK is used by the Russians and the Polish, but not by Western Europe or the US, so it is speculated that the technology is sourced from Russia, and so the signal is probably being sent from North Korea.  There are several problems with this statement.

The first is that almost everyone uses FSK, including Western Europe and the US.

The second is that the data mode sent is not FSK, but rather appears to be PSK with a 1460 hZ pilot tone.  Which would kind of kill the (already erroneous) conclusion that the use of FSK can point to the source of technologies.

The third is that the data transmission recorded and reported as part of the V28 is not heard, as part of V28, in any of my recordings of V28.  If it was a part of that transmission at all it does not appear to be a normal  part of it.  And based on other signals I see on that frequency I strongly suspect that data signal was co-channel, an unrelated transmission on the same frequency.  For example I often see Chinese oddity station VC03 on the same frequency, even at the same time, as V28, and there is a data mode (I think more than one) that is sometimes sent related to VC03.
