It's AM mode. Really loud in the Boston burbs, S9+20. Weird mix of audio about Amway and propaganda.

First noticed at 00:01, satirical look at sales/marketing persuasion techniques
Nostalgic narration and little musical bits.
This program reminds me of some of Negativland's recordings. Can anyone confirm if it is?
