I haven't heard it myself but I saw a few loggings & brief mention in DXLD yahoo group. Info is :

Sedaye Radio-ye Mehr Iran    15680 Khz 16:30 - 17:00 UTC  Mondays & Fridays

Produced by the Iranian National Council in Paris. Headed by the former Shah's son. I haven't seen any reference to a transmitter site.

Then into OM in Farsi
Decent at times - terrible at others...

Off a bit early at 1658
all my sources list the transmitter locale as unknown.
Will post some of the recording on 30 below blog
