I pasted most of this from the UNID station on the same frequency as I originally thought this was the station earlier that seemed to be testing
Listening from KIWISDR in Shrewsbury VT, signal is about 5 to 6 out of 10
Noticed the station was still on at 0017 UTC announced themselves as WQTR "Quality Time Radio" and mentioned that this is the very first episode. I missed writing down the e-mail they gave out. They also mentioned a magazine and podcast.
0018 Just noticed Stern Radio shift frequencies, that might help make this easier to listen to. Shortly after that, there is some kind of intermittent jamming noise making it hard to identify anything, the song about outer space ended and there's talking, but I'll be darned if I can make it out
I stepped away for a few minutes, the blocking signal has vanished, reception is very clear now
