I suspect crossed wires at the tx site or enroute when they're not on the scheduled freq.

This is definitely a rebroadcast of NMG-New Orleans by the USCG Chesapeake, VA site. Interesting! Was on during all of the scheduled NMG broadcast times, but sadly the unstable signal was causing distorted decodes.

Today the 1st of June and no "relay" of NMG WEFAX at 1200 UTC, so I believe they fixed the problem.  :)
