0232 ID?  Heavy reverb, sounds like the end was "modulation error"
0237 Voice again, something about "reflectivity"
0238 Something I could at least ID "Random" Gary Numan
0241 Voice "To the occupants of this planet..."  Something about the ionosphere being broke and the signal was not originating from Earth, coordinates many parsecs away.  "Trans Europa Express" - Kraftwerk
