Looks like a beacon sending mostly a pair of dashes, although I also am seeing occasional dots. I think this is a beacon vs ISM junk.

That is such a tough frequency to tell the beacons apart from the intermittent repetitive CW ISMs.
It is a good place to hide a squirrelly ditter-dasher beacon in plain sight, though :)
Notice the chirpy repetitive signal on 13558.7 captured on the waterfall image (above the words ISM CARRIERS) in one of yesterday's 22 meter reports (https://www.hfunderground.com/board/index.php/topic,45442.msg172958.html#msg172958) , see image below.

I've got a very weak chirpy dasher on 13558 around 2035 UTC 12 Nov 2018. Just above the noise floor, when it fades in.

Yes, it seems to appear sporadically.

I've got a chirpy dasher again, closer to 13558 this time, 1509 UTC 15 Jan 2019.
The band seems to be open as I am also receiving K6FRC.
Oh and now what looks like a more stable dasher around 13559.2 at 1512 UTC.
