Seems like an FM broadcast. Sounds like some type of documentary.
Others reported it starting in USB, switching to AM and then to FM. I just caught the FM part.

Noted on the Smolinski SDR, it is in AM mode but for some reason is distorted until tuned in SAM mode. About Russia and Ukraine. Sounds like a BBC feed.
