23:59 UTC - Hearing something way down into the noise and horribly off frequency and drifting off frequency all over the place. Currently on or about 6919.30 kHz. SSTV transmission. Cannot decode due to poor frequency stability.

This was from 6919 USB around 2320 UTC. I saw the stations QSYing between 6920/6919 and back.
