UNID 2830.0 kHz AM 02:00 UTC 14 DEC 2022
02:00 UTC - UNID with European French speaking female and news segment. Weak readable with an S5 signal and fading into North East America;
02:05 UTC - Almost sounds like Radio Romania Int. jingles between segments.

No he doesn't, there are none on that frequency. Russian/Ukrainian freebanders on the 100 meter band do not operate below 2900 kHz. The broadcaster Radio Lenta from Ukraine is nearby on 2826 kHz AM, but that is the only station in that range that I know of.

I tried several North American Kiwi receivers and the University of Twente Wide-band WebSDR and could not receive that station. As the SSN was high yesterday, at 145, my thought on the matter is that this was a harmonic of the fundamental frequency. I scanned the bands in an attempt to find that fundamental frequency but was unsuccessful. The SSN is high again today, at 159, so we will see what happens. It is not the first time that I have had harmonics during periods of high solar activity.

On the 2830 USB I have remembered and often hear WX Olimpia Radio Greece.
A female voice reads sea forecasts in English and Greek.0033 S9+20 W now is being Gr service.

Russian and Ukrainian weather stations operate in this band too.
Radio Lenta uses such a transmitter on 2826 AM and retransmits program of the Ukrainian radio 1557AM.

01:10 UTC 15 DEC 2022 - Sure enough, the station is back but weak barely readable with fading at this time. At about 52 seconds into the recoding below you will hear the jingle. It is definitely a broadcaster, not a weather station. The EiBi database has this listed as Olimpia Radio.

01:54 UTC - Found it! It is a harmonic of Radio Romania Int. on 5990.0 kHz AM with a S+20 ~ S+40 signal to my location. The 2830.0 kHz carrier dropped when Radio Romania Int. signed off at 01:56 UTC and dropped that transmitter. The 2830.0 kHz carrier returned when Radio Romania Int. brought the 5990.0 kHz transmitter back up at 01:59 UTC for the French segment.

Glad you ID'd it. When Russia and Ukraine first went at it in 2014, Radio Romania was the best source on the war to be had.

Weird phenomenon, but I'm glad you cleared it up!
I didn't realize there could also be a parasitic signal below the actual carrier.
For me, RRI is usually the strongest European station on many bands. Sometimes they are matched by Turkey.
Russian stations have gone down in history, China has taken their place.

Absolutely correct with the weird phenomenon and yes, harmonics are generally higher in frequency. The 2nd harmonic of 2830 would be 5660, nowhere close to 5990. Must be a weird product mix. At S+40 that transmission was burning through the skies.
