Transmitting the normal data/numbers, right over another station, sounds French.  Both stations are about the same signal strength, about S-20 into NE Ohio

I am hearing the Spanish lady here, too with 5-digit number groups.  The station is under a commercial broadcast playing classical music possibly Voice of Russia. I also heard the Voice of Korea on during that time.  They ID'ed themselves in English at 1901 but the Spanish lady was not heard at that time.

I think it's French speaking, but someone in the chats said it was the French Service of Radio Moscow.
