1540 UTC first noted.  Strong to fair signal strength, 13-14 kHz wide at full deviation.  Via G8JNJ RaspSDR internet SDR receiver.  Frequency 29.875 MHz FM.  29.875MHz FM.  Possibly Japanese language.  Fishing fleets.  Asian fishery radio 29.875MHz. 

Also noting strong POCSAG paging signals on 29.8 MHz and 29.9 MHz.
