23:50 UTC - UNID LINK 11/22 UTE. Good readable.

Note:This is the first time that I have spotted this UTE on this frequency. There is usually one located on 6942.0 kHz which can be heard daily.

This is a Navy shore-to-ship data mode and is unfortunately encrypted. The chirp chirp chirp chirp sound is known as the "roll call".  This UTE does have a little bit of a broadcast segment after the roll call. A lot of them just sit there and chrip away all day.
