This frequency is used for german survey vessels operating in other than normally predicted waters.

I did some additional digging this morning and I concluded that the station is DWD DDK7. Although listed as an RTTY station, both my 2013 Klingenfuss Super Frequency List and Klingenfuss 2023 Shortwave Frequency Guide has it listed as a digital/fax station.
