Hi.

Normally Meteo Hamburg (DWD - TX Pinneberg) transmits on this frequency (CF = 15988,0 kHz as FAX +RTTY= FSK). Probably they are using it either for FAX transmissions. Sometimes they do work WX support for German survey vessels such as FS POLARSTERN or others. This transmission may be related.
