For two weeks in a row I have gotten up on Saturday with the intention of tuning in this new clandestine that is directed at Rwanda. Each time I get up & make coffee & begin perusing my New York Times & completely forget about the damn radio until it's to late. Any way this is a new station that started broadcasting on shortwave two weeks ago & it is sponsored by a monarchist group that I think are located in London. The likely transmitter site is Kostinbrod(Sofia) although I've seen speculation that it could be Issoudon. I'll try again next Saturday. 17870 from 17:00 - 18:00.

I see this on the swskeds as well but not listed as a clandestine in Kinwaryanda language via Bulgaria.
Can you help with more details?

Most of the info that I have read about the station has been via DX listening digest yahoo group. there has been some discussion as to the transmitter site there. Most of that thread is in the most recent DXLD #13-36 under **Rwanda (non) at http://www.w4uvh.net/dxld1336.txt
The previous DXLD also had some background on the group sponsoring the broadcasts.

I think now after re reading most of the info I just cited that Issoudon is the likely TX site & not Bulgaria. Apparently the station has been heard in our part of the world. I just need to remember to turn the damn radio on in order to actually hear it.

I have good reception of the station today from sign on (when the batteries in my ATS909x chose to expire...precisely as they were signing on) & still listening now. The signal strength on the ATS is about S6 , but the meter is sort of a weird bar graph type thing & I'm never sure how it translates into dbu. I am fairly certain now that France is the transmitter site as 50 kw from Kostinbrod would probably not be this strong. It has been all talk in presumed Kinwaryanda language. by a single OM announcer (not his marital status...one guy instead of two, i think). considerable fading but never quite dropping below the noise floor.
17:50z Checking on another receiver (PL380) the S meter peaks at 38dbu & averages at about 30 so maybe the ATS909x's s meter isn's as screwy as I had thought. Also the signal strength is comparable to 17850 RFI French service 500 kw at 153 degrees via Issoudon although Aoki still lists 17870 as 50 kw at 195 degrees via Bulgaria.

Radio Inyabutatu on at 1700z sharp 17870kHz fair s5 today 9/21/13.
Open with short music (unknown) then OM in ?? language. Pretty much same guy talking the whole time.
To Rwanda via Sophia, Bulgaria.
Signal improved much during 1 hour BX.
I recorded most of the show - though my Audacity froze for about 3 seconds right after the opening music started (why not!?) then all settled down - hope to get a full sign on recorded next time. I'll post a recording to my HFY 30 below blog.

Have copied them the past three Saturdays now.
Same frequency/time.
All weeks have signed on with different music for a minute or so, then into a male talking for the next hour.
No fanfare at the end. Unknown language - I've seen "Kinyarwanda" noted as the language.
Also, now noted as from Kigali, Rwanda (not Sophia, Bulgaria).
