Still there 1747, that frequency is best but not a weak signal from Dutch SDR I'm using on NBFM so not sure why it's still so distorted.  Also not sure where they would get a NBFM tx for that part of the spectrum, or who they think would be able to listen besides the SDR crowd.

Maybe this station uses a modified amateur TRX ?
Many recent ones include NBFM, and they can be opened to operate on any frequency.

edit : with fading, the recovered audio is often replaced by strong white noise. A receiving antenna for circular polarization would be better to avoid the fading.

This is probably the first time I have tried to listen to an FM signal on HF since 1979-80 when there was 10m FM during the sunspot peak and I tried slope-detecting them with my FRG-7.  (Edit--sometimes it sounds pretty good, which makes me wonder if the apparent distortion is splatter from WMR or whatever is on 6295. Maybe NBFM isn't as narrow as it should be.)

If this is the same station as 6950, I don't think this is a ham TX. They usually have very clean and wide FM. This one has hum, is very narrow, and drifts in frequency (during silence you can still see the carrier move). Looks like a homebrew TX of some kind.
