My friend was telling me about a guy that actively broadcasts outside of prisons in America for the prisoners to listen to. Does this sound familiar to anyone ?

That was very interesting, particularly the lack of FCC involvement. The article's authors take pains to remain anonymous and therefore don't name the prison or its location, but did say something about a small town so it's somewhere rural. It seems the authorities didn't think to involve the FCC which might well have altered the case, but the author states that they weren't interested afterwards. To me this reinforces the idea that their piracy investigations are most concerned with interference to areas where commercial radio is prominent, so it's more than just AM and FM pirates they care about, it's those who would compete with the big boys in populated regions. But again, if they were involved before the bust things might have gone differently.
