Russian taxi cabs, received via SDR receiver located in the UK. IARU intruder watch calls these CIS taxis, Russian taxis, etc. on 28MHz band. Note the use of the lower portion of 28 MHz band 10 meter band. The "standard" export radio coverage is 25.615 MHz to 28.305 MHz. Note that the legal Russian CB radio band is 26.510 MHz to 27.865 MHz (5 kHz steps, AM, FM and SSB allowed). I've omitted the 27.050 MHz FM, 27.055 MHz FM, 27.070 MHz FM, 27.100 MHz FM, 27.200 MHz FM and many many other repeaters in use in Russia, including for taxi comms. 27100 kHz FM is very prolific and comes in on a very regular basis. There appear to be multiple simplex repeaters on 27050 FM, 27055 FM and many others. 27.135 MHz AM 27,135 AM is also very busy. 27.330 MHz FM and 27.335 MHz FM both appear to also have repeaters on them, even though 27330 FM is used for land mobile - taxi cab dispatch) purposes.

There are taxi cabs operating in the portion of 10m above 28.305 MHz / 28.310 MHz / 28.315 MHz, including up through 29 MHz and above (see 29.855MHz below). Taxi dispatch comms have been logged on 30.025 MHz FM, 30.035 MHz FM, 30.055 MHz FM, 30.075 MHz FM, 30.095 MHz FM, 30.100 MHz FM and 30.105 MHz FM. The flood of Chinese made export radios that cover 25.615 MHz to 30.105 MHz / 25.610 MHz to 30.110 MHz 30.115 MHz means that the whole 10 meter band is now available, along with the spectrum above it 29 MHz and the very bottom of 30 MHz.
There are many VHF low band systems in operation as well, including on 38.525 MHz FM, 38.725 MHz FM, 37.225 MHz FM, 37.375 MHz FM, 37.125 MHz FM and other frequencies in the 30-40 MHz region. 25 kHz spacing appears to be the most commonly seen band plan, with the 30-50 MHz systems using CTCSS tone squelch (PL tones) and wider FM deviation.
