2218 - Sounds like a talk program?? just above the noise floor
2228 - hear music, sounds like news programming

I have it with the same poor signal.  I think it may be a  China mainland broadcast that we are hearing because of gray line propagation conditions.

This is CNR1 or similar and uses this frequency which is easily heard in the US.
