That's an indication of signal strength comrade. From the signal meter on the receiver.

Not very strong here into Maine. S3-S4. At 2140, I recognized the ID, then the station transmitted something in SSTV.

22:01 Just tuned in - hearing rock music Signal about an S2 here in Illinois
22:14 can hear talking of some sort.
22:32 hearing music signal's come up to about an S4
22:35- 22:37 hearing talking presumed ID

Signal level was too weak to hear the show, but was able to decode the SSTV image.
