Title: Beacon at 28.000 mhz?

I'll be darned 'cuz it's gone now - but this morning I was hearing what almost sounded like a time standard at 28.000 MHz.  I heard a dit I believe every second, with no ID, for about 10-15 minutes since I discovered it and then I got interrupted and stopped monitoring - when I got back to the radio it was gone.

Time was approximately 1745 - 1800Z or so.

The signal was varying in signal strength, from S0 to S8 on peaks.

I know propagation has been hot on the upper bands lately... Anyone have any input on this?  This didn't sound at all like a typical ham beacon you'd find in the 28.2 MHz range....
