Male speaker in French with news bullets interspersed with instrumental and drum music. Abruptly off the air at 06:55 UTC.

I'm suspect of this being Radio Guinea.. im fairly certain they havent been on air in years.

0655UTC about s when Voice of Turkey on 9650 in turkish would be signing off

Maybe, but It was in French, not Turkish, on 9560 kHz with drums between news bulletins. It was not the typical sound or signal strength of the Voice of Turkey.

I have VOT on now at 04:15 UTC on 21 March 2025, 9650 kHz, with Turkish music. It is the usual strong signal of VOT with Turkish music. SINPO 55555. The 20 Mar broadcast above was not like this.
