I've heard this a few times. It seems to occur daily. The weather report is normally approximately 15 minutes long and starts at 0100 UTC.
Weather predictions for sectors of the Mexican coast with windspeeds, cloud cover, etc. in Spanish. In English, we would call this the "marine forecast." There are breaks in his transmission where you can hear his microphone hum go silent, so basically he just unkeys his transmitter in between sections of the forecast.
Here is a recording of the final 3 minutes (approximately) of tonight's forecast. Note that the op is using a transceiver and at the end of the report, a fisherman/Peskie will ask a question and the op answers. (This seems to happen every night.) Transmission schedule and other details given at ~2:00 in the recording but I can't understand all of it. (Sorry about the QRM.) I believe that he wishes his audience "good fishing." Then the fishermen/Peskies that have been listening will thank him and some will call each other.

I don't know exactly who is transmitting these reports. Perhaps a Spanish speaker could translate the bits at the end that aren't the weather report?

Nice catch - I've seen this on my SDR recordings waterfall but never bothered to check it out, assuming it was just the usual peskies stuff.

I recorded almost the entire weather report this evening. I missed the very first second or so. Transmission started at 0102 UTC (03 APR 2025) and finished at 0115 UTC. This was recorded on the NA5C kiwi SDR in south Texas, very near the Mexican border. (There is a 30-second break in transmission from approximately 0:15 to 0:45 in the recording.)

My Spanish comprehension is inadequate to get all the details but I definitely got the gist of many sentences. If I understand correctly, the transmissions come from "Radio Pedragan" (spelling?) in the Mexican state of Campeche (0:13 in the recording) and the forecast details center on the Gulf of Mexico (not the "Gulf of America" ! ;D ) and the Mexican states near there: Campeche, Quintana Roo, Yucatan, Vera Cruz, etc. At the conclusion, he wishes "good night and good fishing" and stations will reply thanking the op and he replies with his thanks and "good night" again. I kept the recording rolling for about a minute after the forecast to catch the "peskie banter".
