Could be some weird type of digital signal? Any ideas?

There's no digital signal; it sounds like the noise from an old tube TV or monitor. So, it's more QRM than anything else.

The sound did remind me of rfi from the crt days,  but who uses those anymore? Never seen it on this band until now. You really think someone moved into the neighborhood with on old TV? What's odd is it starts and stops. One signal will be strong, then another weak, with a break in between... whereas the old TV rfi was continuous, but varied in strength depending on what was on the screen.
