Apparently the noted programming block is in the Jingpho (http://en.wikipedia.org/wiki/Jingpho_language) language according to a SWL schedule index.
Around S1 to S3. SINPO 25222. Not great, but I have dug worse out of the noise floor.
Seems I have a moderate conduit into E/SE Asia tonight.
