This is clearly a propaganda operation by Russia!

You know that world, and thanks to you, we're learning something new and more. 3940 is the Music Wave Radio (early 2021y ID as Radio Free Waves Bay) transmitter, which broadcasts various streams from the 101.RU server, including historical recordings of Russian radio broadcasting, interesting technical and musical corners.
Radio Piati Uglov also hosted there.
They don't broadcast open pro-Russian propaganda, but they do it through the "back door," broadcasting national and military music to raise the nation's fighting spirit.
