0255 utc wideband digital data hiss centered on 6890 khz just below the pirate band.

Without more information, an audio recording, a waterfall screen shot, anything, you are not going to get an answer that is more than a guess.  In that frequency range there are several possible answers, ranging from HFT data to polyphase FMOP Chinese radar.
