I've been hearing this sound on 10.430 and recently discovered it is also on 10.470. The transmission does not listen before transmit as it QRM's active connections on 10.430. I'm a licensed amateur operator and use regular digital software. I noticed whatever this is did not appear over the weekend but restarted midweek. I made recordings of the sound and saved the original sound samples. I also posted a video of the noise being replayed with Goldwave.
The link to the YouTube replay is https://www.youtube.com/watch?v=68wDw6YEAWQ
The original sound samples are available if someone wants or needs them. Just let me know.
