S9+20, great signal.  Multiple ID's @ 0304.
Have they increased their power?
My sources say 1KW.

Hello refmo,
per fmscan.org has XEPPM-OC a power of 10KW.
This is the only source showing this transmitter power.
I will check over the next few days myself how good the XEPPM-OC signal is,especially since I have logged them numerous times in 2015.

22nd June, 0030 UTC, XEPPM with S3-S4 audiobale.
Considering it is still daylight in KY everything points towards a higher transmitter power.
0042 UTC, Signal has improved to S6+ ,audio is clear but a little low

I previously log XEPPM with the following:

11/28/2014, 0244 UTC, SINPO 43423
02/24/2015, 0201 UTC, SINPO 53323
05/16/2015, 0332 UTC, SINPO 44343

I've a few "Passports" that have them listed at 5kW.

Their location in Veracruz is prone to heavy rainstorms and hurricanes. I suspect the reason for the skewed power numbers revolves around which transmitter was working at the time they were contacted.
