Sounds like a news announcer, possibly. S7 just above the noise, but very clear.

I thought I heard him id as "Radio Whatever". About s9 near Greenville, SC

Most likely ckutshortwave with a replay of The International Radio Report with Sheldon and Dave as aired over CKUT FM in Montreal.
Not a peep heard here!

Not even a trace of a carrier here on the SDR recording.
