Weak to fair.  OM talking over instrl mx.  This sounds familiar; possibly a KIPM relay?

Heard  on the SDR recording from 0157 sign on, directly into an OM talking over music.
Off at 0211.
The voice could have been Alan Maxwell, but I did not hear an ID.
