864 - St Paul (Alma) is an oddball. USCG has it as St Paul (Alma), WI, but there is no St Paul, WI. On the other hand, there is Alma, WI where the station is. St Paul, MN is around 70 miles away. 

Why do they want to stick St Paul in WI?  ???

Even in the following report, they title it as St Paul, WI, but later on correctly ID St Paul as being in MN.
