I've often wondered why someone would put a pirate beacon inside the ham bands. In my experience, hams have always been somewhat aggressive about tracking and reporting intruders inside the ham bands. Since it's a pirate beacon, why not place it somewhere else?... like 6950 - 6990 for example?... so many alternate choices... go figure.  ::) ::)

Russian cluster beacons aren't transmitted by HAMs, they're likely Russian military. Russia has no inhibition in using the HAM bands for gov/mil communications, matter of fact they even use callsigns in at least one cw net that are similar to US HAM callsigns. Lol.
