Title: 8130 USB 2323 UTC 09 Feb 2017

Wondering what mode this 20khz wide signal is, and who uses it.
Looking up close on the waterfall, it contains dozens of individual lines/carriers.
Audio sounds like raspy hum.  Very little variation, so probably not sending any actual info while I was listening.
I also saw this on 8030khz a little later.

There are some wideband data modes being tested and in use on HF that are usually multiples of 3KHz, Collins and others are working on them for US mil. Also, some radars might have similar characteristics.

This is the British PLUTO radar, from their base at Akrotiri, Cyprus, in its most common 50 Hz rep rate mode.  In this mode of operation (since there is no coding beyond the LFM pulse compression) the radar probably has approximately a 3000 km maximum range.
