Putting in a very good signal here in Troy,0-hi-0
Don't know anything about this, I just happened across it when scanning the bands.

Do you have an approximate duration for each pip and an interval between them?  Also, this was dead on 6550 kHz?

(edit)  When I got home about 2340z I fired up the receivers and sure enough, there it was.  This is what I call the "Pips" network that shows up from time to time.  Today it was using a 0.125 sec pip every 6.0 seconds and, as normal, on multiple sequential frequencies.

They went off air a few minutes later at 0003z, 27 July, 2017.  At this time theya re still off, but they may be back, they often turn off / on multiple times in a day.

Some past loggings of the same signals, to give ideas of what other freqs to look for.
