Yes, HAARP can be monitored.
 
The operate mostly in the 2.8-10 MHz range. 3.3 and 5.8 MHz frequently used. 7.4075 MHz and 9.4075 MHz was used for moon bounce experiments back in 2007.
 
Maybe you could drop the HAARP staff an e-mail or snailmail with request for frequencies scheduled to be used for their forthcoming experiments ?
