I am receiving this station tonight on 4170 khz USB in Las Vegas, NV on a Yeasu FT-950 w/mini-whip active antenna.

Have you determined the origin of the broadcast?

Maybe Harmonic from MW 73.

I believe that that's what he's saying, and just adding 73 as a farewell. It's definitely possible - 4170/3 = 1390. Here in Denver, I live just over two miles from the transmitter for an AM station on that frequency and often see a harmonic at 4170 (and also 6950, right in the pirate band).
