Likely Seven Trees Radio. Hearing was sounds like an old De La Soul song, but it's kind of a low signal.
0148 "Bring The Noise" Public Enemy, although with some keyboard remix or something. Or maybe the PE bit was a sample.

Heard from 0141 on the SDR recording, generally an SIO 422 to 433 with quite a bit of static at times.
