To ULX and Ray - I'm not sure, I have to start recording to listen to it in peace.
Rick from FI also did not recognize.
I searched Google and although they have an old site, chat is active. It looks like they are transmitting from the EU at 6,270 AM.

2138 music (via Twente SDR), 2140 Radio ....Int'l, 2146 switch off.

Most probably R. Pirana Internacional, as logged by other DXers.
