Probably Radio 319 playing a Radio Veronica recording.

But the strange thing is "in German". Are you sure about that ? Sometimes, the Dutch language sounds not very different from the German language.

It could have been Dutch...I wondered when I first heard it...Thanks much...I did not hear a Radio 319 ID...Thanks so much for the help!
