This might fit better in a different area, but I was wondering. Are there any known broadcasters still sending out paper QSL cards? I'm doubting it based on the budget strains already in place. Thanks

We mail paper 'postal' QSL's few times a year, and by request only. International postage being what it is can be dicey.

From my recent experience: India and China still send paper QSLs in response to emailed reports, as does Iran and Romania, Japan, Thailand and Vietnam also as well as South Korea. Cuba... eventually, wait a year or so. North Korea QSLs but you need to send a report via snail mail and cross your fingers.

You might get one from Voice of Turkey, Deutsche Welle, WRMI, and Radio Nacional de Amazonia. Some programs that get relayed will do it - "Chelmsford Calling" comes to mind.

I just received a really nice color QSL from Irish pirate Radio Cuckoo. Also, Channel Z sends out a variety of nice color hardcopy QSLs for hardcopy reports

I received a paper QSL earlier this year for an emailed reception report of Furusato No Kaze - they sent the QSL via regular mail after responding the same day (!) to my email report - the QSL took about 5 weeks to reach my location.

Radio DARC acknowledged reports and said "card will be sent soon" ... in Dec ' 18 and Jan '19. Similarly TWR Asia (KTWR Guam) acknowledge report and said "QSL person" would send card ... in Jan '19.
Radio Vatican and Radio Ukraine Intl both sent eQSL, albeit to emailed reports.
I have sent reports to some of the stations shown as "regularly" above and had no response (paper or eQSL) yet ... Several 4 or more months (Dec '18 longest outstanding) and counting ... let's hope patience is virtue :)

This list is IMHO (based on my personal experience and information from other DXer's blogs in Internet). It is probably incomplete, so any additions and corrections are greatly welcome. Please note, that there are only international stations in this list (mentioned in the "International Radio" section of WRTH), because some local stations (e.g. Rádio Nacional da Amazônia or Radio Nikkei) are still sending paper QSLs too, but they are absent there.
And yes, Bible Voice seems to be also a regular "paper QSLer". Thanks. I included this station into my list. The same for Radio Exterior de España (didn't know the current QSL-status for them).
As for China Radio Int'l, Voice of Indonesia, Radio Romania Int'l and Radio Vatican: some language sections (not all) are still sending paper QSLs.
PBS Xizang / Holy Tibet / China Tibet Broadcasting: I have sent reception reports several times to them (by snail mail too) and even received some promises of QSL once, but still never got any paper confirmation from this station. No any reply from the Voice of Tibet. Never received any QSLs from Radio Kuwait after many years of sending reception reports either, only nice table-top calendars yearly. So, the result is strictly depends on a personal luck too.
