Who is Xmitting on 19.1 kHz ?
Solid signal in south-east France yesterday evening. Nothing listed on https://www.mwlist.org/vlf.php

An old article mentions the "Arkhangelsk VLF transmitter" on this frequency, but I'm sure it's not this one (too loud).
I also found : "The transmitter (...) was identified as HWV transmitter in St Assise, France, which operates at 20.9 kHz, aliased to 19.1 kHz" but there was nothing on 20.9 at the same time.

Hi, do your other radios pick up the same sig?

Hi ! I did not try other radio but I was using an Airpsy HF+ not a poor dongle ; so there's no doubt the signal was real.
It's currently visible running a Kiwi SDR located in south UK : http://kernow.hopto.org:8073/ (http://kernow.hopto.org:8073/)
