Seems to be wefax. After a bit of looking around I guessed that it's a spur from a NOAA station on 4 MHz, and the audio does seem to match up with NMC Pt Reyes on 4346 kHz.

SDR recording catch. What a mess. :)
The fax was sent on 6933.7 USB, 0105 UTC. It was sent with an IOC of 288 not 576. Also there were 2 SSTV images sent around 0140 UTC. So pretty sure this was a pirate. Looks like they were back on last night around 6930 USB, still sorting that one out.
