I agree, a new licensed hobby station. There is a gray line between licensed and unlicensed stations, and a lot of stations are on BOTH sides, many licensed hobby stations are former pirate stations, and the real line is between hobby stations (licensed or not) on one side, and broadcasters backed by rich organisations such as states, commercial interests or churches and using high power transmitters on the other side.
