Unknown music pirate on this frequency. Very distorted.

This is likely to be the widely reported Venezuelan relay of LV Del Tigre - the actual frequency varies from 6906.15 to 6906.5 from day to day.
Good to have this country back on the air. Right now they are a 'pirate' because they don't have a license from the Maduro government yet. Whether they get one or not remains to be seen...Mike

Via the N3JLY KiwiSDR. Spanish language music programming with frequent IDs, sounds like "ROF" to me, but I'm not sure I'm hearing that right. Claiming to be from Venezuela, announcing 6906 kHz, seems to be USB.
Update: OK, this is apparently R.O.C.V., in El Tigre, Anzoátegui, Venezuela, the new station that's "not a pirate" because they are requesting permission to broadcast.

Pretty great, I started picking it up around 0200 UTC at my QTH. I had heard of unique south american stations like this before, specially this one but never picked it up before. Nice first for me.
Is this H3E though? I was able to pick it up in AM mode and can hear a carrier right on 6906 center when sweeping around in CW mode. (Icom R70)

Note that it's been reported that ROCV (the station name) means Radio Onda Corta Venezuela (per World of Radio logs). As I understand it, they have applied for a license but given Maduro's oppressive regime, it's anyone's guess as to whether it will be granted.
