03:16 UTC - I can just hear the station with music and voice above the noise floor. I had to tune to USB to overcome the amateur radio stations on LSB. I believe they were complaining about "this type of nonsense back in the 80s".

From past experience of responding to that email address, the email address belongs to a David Porter at the Woofferton transmission location (BBC is one of several broadcasters from site ). I first heard the email address transmitted on July 4, 2018 and have kept an infrequent correspondence. I would email him to let to him know signal was heard.
See my post from then: https://www.hfunderground.com/board/index.php/topic,44016.msg162376.html#msg162376 (scroll to top upon it opening)

CT Yankee is correct, as a response to an emailed reception report, received from David Porter, confirmed the following:
Thank you for your report and I confirm the details are correct. These transmissions are usually to fault-find on a 250/300 kW sender at the UK HF transmitter station at Woofferton but in this instance were for RF tests with signalling systems on Network Rail as the railway lines run very close to certain arrays at the TX site. Network Rail and WOF engineers were working together on these tests.
These duration of the usual transmitter tests can be variable as the engineers can sometimes need a long time to establish a fault or they may interrupt the test, make an adjustment and resume. This is particularly so if the fault is of an intermittent nature.
Encompass Digital Media, Woofferton is the only remaining UK HF sender broadcast station and also is the only one with this transmission test audio and email address.
The audio is contained in a file play-out system and incorporates non-copyright music and voice announcements from one of the engineers, Martin 2E1EKX at the transmitter site.
Wooferton has an amateur radio station on site with the callsign of M0WOF. See QRZ.com.
Thanks for your interest.

lol, at "transmissiontest@gmail.com" is Woofertoon, UK, NOT Ch292 Mr.CoolAM. Whenever you pick up a transmission with "transmissiontest@gmail.com" email it is originating from Wooffertoon. You will receive a QSL from Dave Porter, Senior WOF tx engineer.
