Thanks for the decode.

It was back on again around 0021 UTC on August 27, until 0028. Looks like the same message.

Caught the same message here 0020 - 0028z, at about S6.  I was playing around with the decode window in SDR Radio, and wasn't able to get a full decode, but it appears to be the same message which Frank5000 posted.
