This one is actually a legitimate broadcaster with a "pirate" musical format.

Breaking news, Saturday, July 24:

After 10 days of cleaning, pumping out 15.000 liter of water, engineers Christian and Rudi managed to get all 3 Shortwave transmitters in the underground Sendezentrum bunker in Kall-Krekel, in the German Eifel that was hit so hard by extreme rainfall, back online.

There is also a great 35 minute video of the facilities at the link below (antennae, equipment etc). The facility is housed in an old Cold War bunker located underneath a house.
